   Scanning receivers with cellular frequency coverage are sold only to: Local, state or federal government agencies including the military; Cellular or paging service providers; Technical service organizations or laboratories qualified to own such equipment as part of their legally authorized duties; and Customers ordering from outside the United States and possessions.
